This is on Obama 100% , culture flows from the top down. When I was Army CID we worked with the FBI a lot and none of the agents I dealt with were anything but professional. Both men, and women.

Its a combination of the culture built by Obama and the over confidence they had in Hillary. They thought "no way she loses to Trump" and were less careful than they needed to be.

Rush had a good take on it. Back in the day FBI agents were from the older generation of patriotic people, no matter the party. Many were former military, etc.
Nowadays the FBI agents come from the SJW universities and have never really done anything prior to joining the agency. All they've done is take "gender studies" courses in college. That's pretty much their resume.

Or just normal people like the rest of us. The Hollywood stereotype of stiff-collared G-men doesn't seem to be standing up to scrutiny. They text like normal people with off the cuff humor, uncensored opinion, and informality. The horror!
