Because voter ID laws most exclusively disenfranchise blacks and Hispanics, two groups who vote for the democrats at a clip of 95% and 85% respectively.
Imagine if democrats tried to pass legislation that limited the ability of southern white Christians to vote. The republicans would fight it.

In College Station, nobody cards at restaurants and I was never once carded at a gas station. The only place I ever had to show an ID was at Specs, and even then they just asked if I was 21 more often than not.
In Houston, nobody cards period.

I've lived in Houston for two years and been carded once, at the Cheesecake Factory in the Galleria. I'm 26 for reference.
To be fair, I get all my beer/liquor from one particular Specs and one particular Kroger so it may just be that I'm lucky.

How does it disenfranchise them? I really don't understand how getting a free ID disenfranchises you.

I have heard all my life that voting is one of the most precious rights we have as a U.S. citizen. I believe that. Practically anyone should. That said, why shouldn't one have enough pride to want to be able to prove that right. There are a lot of people are out there that don't deserve the right to claim that right so why not have some kind of proof to show you have pride in your choice to vote?
Insignificant issue? I think not.
