I’m curious if the Trump admin is going to push Congress to create an actual executive department or if this will be some sort of commission or agency operating under an existing executive department.

EDIT: Just read the full statement. Sounds like it will operate outside of government to provide guidance to the White House and Office of Management and Budget.
