I can definitely buy that Treasury is spending the equivalent of the entire German economy (and about 80% of our entire federal budget) on “unaccounted for” spending. Sure.
In fairness to them, a lot of people have difficulty grasping large number differentials. A trillion is a billion is a million to many people.

Very few Americans understand this.
Until the early 70s the Office of Management and Budget controlled how funds were spent once they were allocated in the budget by Congress.
When the whole world was focused on the Nixon impeachment, Congress changed all that to state that anything, ANYTHING budgeted must be spent.
It has evolved into these monstrous omnibus bills where everything is thrown in there AND MUST BE SPENT.
Its how we end up with the clown laughing on email that they are throwing gold bars off the Titanic as they parked billions in banks for ngos before biden left office.
Congress is the problem they have always been the problem.
