It is certainly implied in your post. If every dollar Treasury spends is not explicitly appropriated, then there should probably be some mechanisms for checking for appropriate payments.

I have no problem cutting real waste as long as it’s done in the proper channels.
I am generally uncomfortable with a political actor walking into treasury and demanding access to the payment mechanisms. There are good reasons why this doesn’t happen.
