Very public hangings during primetime on every media could solve so many problems. Human beings have not "evolved" so much that it will not affect their behavior after witnessing the punishment of such thereof.

It is certainly implied in your post. If every dollar Treasury spends is not explicitly appropriated, then there should probably be some mechanisms for checking for appropriate payments.

I have no problem cutting real waste as long as it’s done in the proper channels.

I am generally uncomfortable with a political actor walking into treasury and demanding access to the payment mechanisms. There are good reasons why this doesn’t happen.
