The best way to take out the IRS is to take out Federal Withholding. Most people assume Federal Withholding has always been there because they don't know history. The Income Tax was enacted by Constitutional Amendment in 1913 but it really didn't provide much revenue until Withholding was implemented in 1944 as an emergency measure during WWII that has never gone away.
Federal Withholding allows for the government to use employers to do the dirty work for them and get around that pesky 5th Amendment. It also allows for the illusion of a "refund" that lemmings think the government is paying them. It's also completely Unconstitutional and even when FDR implemented it there was really no question about that but we were at the height of WWII and not a fiat currency so we needed the cash fast otherwise the government was going to go bankrupt. Then they simply never got rid of it because it was so effective and allowed for so much more power for the Feds.
You remove Withholding and the IRS is toothless, then you can look at how you actually dismantle the IRS itself. Make people write a check every April 15 for their full tax bill and then see how long the Income Tax sticks around.

Do you think Trump had anything to do with his list? That was all Mitch McConnel coordinating with the Federalist Society for years prior to Trump running for office.
