The kid was totally taken by surprise. He lost his balance and fell down. This who situation is ridiculous.
The kids should be charged. Obvious assault. The entire team of that kid should have been kicked out of the meet. If the coaches can not control their athletes they have to leave.

Even if you saw it coming the stupidity of the criminal would surprise the runner even if he kinda saw it coming.
