1. Would the reparation be paid once to those currently alive or would each generation going forward get reparations?
2. what about the former black slave owners descendants, should they pay or be excluded?
3. would there be a deduction for the percentage of "other blood"?
4 Would there be a deduction for previous welfare payments?
5. Would there be a deduction for the cost of incarceration for those convicted of a felony and sent to prison?
6. Should the reparation be subject to seizure to pay for unpaid child support?
A lot of unanswered questions.

You're talking about William " April" Ellison Jr who was the largest black slave owner out of 171 black slave owners in South Carolina.
The largest slave owner in SC was also the largest slave owner in America and he was a white guy.
Joshua John Ward, of Georgetown County, South Carolina, was the largest American slaveholder, dubbed "the king of the rice planters". In 1850 he held 1,092 slaves; Ward was the largest slaveholder in the United States during his lifetime. In 1860 his heirs (his estate) held 1,130 or 1,131 slaves.

Pay the money and be done with this foolishness. Within six months 80% of the monies paid will be in the hands of those who know how to manage monies.
Since the majority of entitlements are mean/income/asset tested I would imagine ineligibility for same will result and said monies could be used to pay off the reparations cost.
This will become one of the biggest, you asked for it, got it, now deal with the coldest of realities.

You guys are missing the point. Cory Booker is having a big problem raising money. It works like this:
Acme Research donates $1M to the Cory Booker for President campaign.
Booker backs off reparations and just wants 'a study.'
Congress agrees so they won't seem racist.
Acme Research gets the govt contracts for $5M to do the study.
End result: No reparations so no political fallout, Acme gets money, Cory gets money.
