They deserve small benefits like lower thermostat settings. A government building here and there at 60 is inconsequential to the environment if all citizens comply and do their part. Your rations will be reduced and you must complete an online class to reeducate yourself and do hard labor cleaning streets of minority neighborhoods 20 hours a week for 3 months to bring your score back up.

I have no proof, but I doubt very seriously this is true. You would have to have some pretty impressive HVAC units to get the temperature in a big old building down that low in the summer.

I can't see NYC hospitals and health centers at 78F. No matter where you go in the US those places are in the 60's to low 70's.
