And rather than evaluate each case individually—as is required—the judges developed pro forma orders (as I predicted) to immediately stop cases in their tracks.

Thanks. That makes sense. I remember one case where the judge filed an order to stop an immigration case so fast there was no way to have even READ the petition...much less research it.
Obvious co-ordination with judges prior to filing. The trick that I saw was filing after hours so you knew who the duty judge was to rule on the "emergency" pleading.
