Look, I understand they are less than smart, but I highly doubt they are laying pavement for a new uranium enrichment site, while our bombers are buzzing them.
That being said, I would imagine there's some type of "work" to be done to a site that was bombed and houses bad shite

I listened to Lt. Col Daniel Davis’ pod from yesterday and he said this is typical western propaganda to hype a threat where there is none. Any cleaning up and rebuilding of anything gets the warmongers in a froth that it’s a nuclear program.
