The CIAs relationship with the ODNI and oversight in general is... an issue. The CIA was created by Congress and signed into being by Truman. It is a Statutory Agency.
You either would need a situation where the majority of Congress agrees that the CIA needs to be abolishes and therefore does it, or a situation where Congress itself is rendered moot and all authority passes to POTUS to remold our government as he deems fit to actually reign in the CIA.
Personally, I feel that since the NSA and the CIA have been waging a covert war against one another for a decade now, that the fastest route would be for the NSA and the military to actually go hot against the CIA and just eradicate the rat-weasel fricks.
