Can we pass an amendment to limit one constitutional amendment proposal every 4 years?

Some perspective:
US constitution- 27 amendments passed since 1791.
Louisiana constitution- 221 amendments passed since 1974.

Would it help if it were limited to a single amendment at a time? With a rule that it must be in simple language and without 30 clause sentences?

The Louisiana Constitution covers a lot more specifics than the US Constitution so some laws cannot pass without a state vote.

There is just so much stuff in the LA Constitution. It often functions closer to a ballot initiative.

I would like to see it pass the legislature twice before it goes to the voters. That gives people time to mentally digest it.

Or whatever would slow the process down while not imposing arbitrary limits.

What we need are stringent requirements and the federal Congressional level to limit every proposed bill to five (5) pages, one-sided, standard font size.

Watch how much money we save when we're not seeing both "sides" cram a few trillion dollars worth of pork into every omnibus and CR.

Yeah, that's off topic, but it was on my mind.

frick the amendment process, the entire constitution needs to be scrapped and rewritten.
