probably but most govt organizations have set-asides for small business, women-owned or minority-owned businesses; wouldn't surprise me if cali has a set-aside classification for degenerates. But if these were open bid and were awarded specifically on the basis of their degenerate owners then yes that's discrimination. Not that anything would come out of contesting the awards.

It's not "legal" per se... This will go through in California because the government is run by leftist commies... but it will be challenged in court and be overturned as unconstitutional.
