Dashcam video of the encounter shows the trooper informing the suspect, 24-year-old Alexander Hernandez Delgado, that he can't walk on the interstate.

When I saw that the first time I said it has to be in the south. If it was DC north you would have had people cheering the cop getting beaten, lawyers stopping to give Snow a card for brutality, knuckleheads trying to stop the cop from cuffing him.
