You can buy a laser sight anywhere that sells guns for like 40 bucks


I have a AR-15 with a red dot sight, scope and a laser sight on it that cost like 200 bucks altogether

The average civilian can buy pretty much any military grade accessories for a firearm. It’s expensive but not regulated unless it’s something like a m203 grenade launcher or masterkey under barrel shotgun which requires a tax stamp and such like a full auto guns do under the NFA
