The second part in and of itself is passable as funny.
But the first part again breaks the number one meme rule in that it has to have some basis in truth to be hyperbole. It's actually gaslighting here as it was the Dems who hated Trump and America so much they rescinded Trump's efforts to do something about insulin and Rx prices. Dems had 8 years of Obama to "fix" our health care system. And look at what POTATUS and the global-statist mob have done for folk.
And, a cardinal rule of the sort of dichotomy memes: the contrasted aspects should be at least somewhat related to one another. This may get a pass as humorously obtuse if the first part weren't so distractingly stupid.

I think Trump had an executive order to make it cheaper, then Biden shut it down on day 1. Then 9 months later Biden brought it back and said he did it.
