It is not certain, based on the limited communications obtained by Congress between the pair, what Ohr was referring to when he discussed “earlier information” that he delivered to Steele.

No. Bruce Ohr is part of the information laundering operations.
How do you get salacious and unverified information to the FBI to put into a FISA warrant?
Well, you DO NOT go through official channels. What is an official channel? A CIA analyst if it is counterintelligence information. If the information that was fed into the FISA warrant would have gone through official channels it would have NEVER made it to the FBI to start an investigation.
So the information went through UNOFFICIAL channels. Nunes has said this repeatedly.
One unofficial channel was Chris Steel (Fusion GPS) to Bruce Ohr (at DOJ) from Bruce to Peter at the FBI.
Another unofficial channel was Nellie Ohr (Fusion GPS) to Bruce Ohr from Bruce to Peter at the FBI.
Another unofficial channel was Chris Steel (Fusion GPS) to Sydney Blumanthal at State Department to Peter at the FBI.
Another unofficial channel was Chris Steel (Fusion GPS) to Yahoo News to Peter at the FBI.
These various information channels gave the patina of verified information. Thus information laundering.
Bruce Ohr was one of those channels.
