Based on the statements he was giving, he had planned to have a meeting concerning whether or not to recuse himself since Monday. It seems like this presser was already planned.

Baloney. He was asked by Franken what would he do if he found that people have been communicating with Russia. He did not answer that question. Instead he said he did not have any meetings with Russians .
