That's not really an argument. And, 2A certainly does grant something: it grants citizens the knowledge that their right to keep and bear arms has been made explicitly clear to the government by way of our Constitution. This is important not just because it's so explicit, but having to assert and defend the existence of this right by virtue of the language in the Declaration of Independence or via language like we find in the 9th and 10th amendments, would make it too easy for the government to circumvent this right and do too much damage before things got too far. I think it was Jefferson that thought we didn't need a Bill of Rights because the Declaration of Independence and Preamble were sufficient and thankfully people said, 'nope, we're going to make some things crystal clear'.
