It does set a bad precedent. The next Democrat president could declare a national emergency on climate change or gun violence or a myriad of other issues if they don't get the bill that they want addressing those issues.

If AOC ever comes to power, you can kiss this country goodbye if Trump sets this precedent and gets away with it. She or someone like her would make one of her first orders in office to nationalize all corporations to fight global warming. She would make the New Green Deal as is the new law of the land. It would be Red October. He can not set this precedent.
