That’s the idea.
MAGA knows that it won’t make it through the court challenge.
BUT he gets credit from the loon Right- i.e. Ann Counter- for not being a pussy and forcing the issue by doing the most extreme thing possible. So he gets credit and can blame on Congress.

I'm sure they'll figure out a way to stop it, but I'm glad he's sticking to his guns. He has said it's a national emergency essentially since his candidacy. This shows he believes it.
