Knowledge. Where is the aquifer? How deep? What is the yield? What is the water quality?

Probably drill a test well and do some aquifer testing on it. Test the water. If everything is good put in a much larger production well. Install pumps and water lines.

That is beyond most villagers in Africa and their government is corrupt.

Speaking of free money, does anyone remember that $100 million raised by JJ Watt after hurricane Harvey? I have lived in Houston for a long time, and I do not know anyone who received that money or help from it. I wonder what happened to it.

He'd be better off dropping cash out of an airplane. At least that way, maybe the people who need it will get some. Otherwise, it'll just be stolen by the people handing it out.
