Which, I suspect, is the point. Biden could have done that any day for about the last 340 days, but (if true) he waits until now. The reason is quite obvious.

His "legacy" is going to suffer with leftists for allowing a record volume of oil drilling during his administration, so this is just for show.

seems to be more accurate reporting from bloomberg anyway, thanks. take the op and gp's headline for example - "biden moves to permanently ban offshore oil and gas drilling in final bid to block trump's energy agenda". demonstrably false - the is no permanent ban on offshore oil and gas drilling in the works.
of course the gp leaves out parts of the bloomberg article that don't fit their narrative, including -

We should probably try to close the gap between Election Day and January 20. Biden and Harris and dimocratix policy was soundly defeated. It’s just not right for the losing party to sabotage the incoming administration like this.
