Yep. I was a Press Secretary for two years and spent some time at the White House and State Department watching the big guys do it.
You pick on reporters from a list and you have paper in front of you (or a big binder) with written out questions and answers to give.
It's not just Washington DC, big city mayors do this too (once there was a minor scandal when Mayor Bloomberg of New York left his Press Book behind and someone swiped it).

Guys ease up. He is aware they were doing it, but I dont think we realized he had to have a picture of the person, the pronunciation of their name, the question in full and his response. Thats pretty sad.

I have experience with setting up events for mid level military leaders (local/base stuff) and have had advanced notice of questions that are going to be asked - it’s quite common.
I’ve also given a few speeches though I have never had a big Q and A - I make sure to have a cheat sheet or itinerary so if I get lost or a squirrel moment I have something to re-cage me.
I don’t think it’s weird at all to have the pronunciations of peoples’ names, especially if it’s a hard name to pronounce.
If you don’t have a cheat sheet you’re either a gosh dang savant or an idiot. There aren’t a lot of savants out there….

Trump: (rambling long-winded answer with tangents, but actually gets around to answering the question off the top of his head)
Journalist: (interrupting) But, what about…. What about …??

Biden: (reads the answer). Adds “look, folks” and “come on, man” every so often. Without manuscript, just turns and walks away.
