I think the motivation for Putin to do this is tenuous at best. With that said, this has got to be investigated by an independent team with members coming from NATO and Russia. Otherwise, this is the sort of incident that could lead to a regional conflict and cold war turning into a major conflict. This happened in 1914 and it didn't end well.

Well on the flip side, you increase the chance of people saying you did it in areas you felt safe in. It goes both ways.
