I drill frequently in offensive and defensive strategic tactics both armed and unarmed. I log 10× the range time of the average LEO.

You assume that the term "civilian" is monolithic. There are Second Amendment enthusiasts from coast to coast that are more prepared than LEO for most scenarios. They drastically outnumber LEO in sheer numbers.

This. I have more formal firearms training than most LEOs.

Including active shooter and force on force training.

Retired in August after 30 years in law enforcement. I'm telling you now, when seconds count cops are minutes away. That's just a fact. When I was a road patrol sergeant our district would go out with 7-8 patrol deputies and me. The district had around 120,000 residents plus the businesses within that area. Do the math. We're just not able to be everywhere at once. Plus, one or two deputies may be in jail processing in an arrest and are unavailable, which reduces available manpower. It ain't like TV where a battalion of cops just show up by the next commercial break.

The “minutes away” disadvantage of police as opposed to an advantage for plain clothes citizens carrying concealed is a real thing. Obviously a would be shooter would be much more likely to be dissuaded from carrying out that crime with a uniform officer within his sight line, as opposed to no uniformed officer present or nearby. However I’m not so sure that notion, again, while very relevant, pushes it to the point of a definitive conclusion that “civilians are better at stopping active shooters.” Which is the title question.

Very good question. No, not typically, and that’s the major difference. shite’s had more time to develop into a stickier situation by the time police arrive and get a minimal idea of what they’ve got on their hands, as a general matter.

Most police officers can't shoot for shite and we're bullied in high school.

A dude carrying is likely a very proficient shooter and has trained more than most street level municipal officersm

Just go buy a police trade in Glock. Half the rear sights will be tilted to one side of the slide because they can't or don't know how to hold a handgun properly.

LEO is a small percentage of the population and cannot be everywhere. Armed citizens are everywhere. They can be/or will be the most effective because of sure volume. It is statistics.
