I made the below post yesterday in regards to this situation.
HUD doesn't regularly use the term REO. In fact, the common term is "HUD owned". Usually only financial institutions refer to REO as the term originated from their accounting practices and reporting their liabilities.

I am in the foreclosure business and deal with this in multiple states for all the big banks and HUD, VA, FHA, etc and I would like to say that technically she is wrong.
There are many stages to the foreclosure process. There is pre-sale, post sale, pre-conveyance, post conveyance, reconveyed, etc. It all depends on where in the legal process the house is. REO is only used once the lender/insurer takes the property back and a writ of possession is issued aka post sale. Most commonly REO is used by banks when they can't convey a property to the insurer (HUD, VA, etc) and it is on their books. HUD doesn't usually refer to their inventory as REO for example so I can see where Ben Carson might not use that term often.

This is actually a perfect example of a reasonable response.
I saw the Carson questioning. You can be an excellent doctor but not know anything about law. He may not have understood the questions, and if so he knows how to be honest about it.

Someone who can demonstrate that they have a deep understanding of the housing market and can understand housing and urban development issues is qualified.
Having a basic knowledge of real estate terminology would demonstrate some proficiency.
Conversely, demonstrating one’s lack of knowledge of real estate issues and terminology shows that they are not qualified.

After that pathetic, embarassing display before Congress, it's quite obvious that he does not have the requisite knowledge to head HUD. And THAT'S who Trump hand-picked. At least Carson knew enough about what an Oreo cookie is in order to later make a joke about his pitiful showing. He may not know what the term "REO" means (something basic when involved with HUD), but he sure knows what an Oreo cookie is. "Nothing but the best" in his administration, that's what Trump said. What a joke.

I tend to agree, he seems to be a monumental idiot, but he claims to be one. I do enjoy throwing it out there every time he vomits some retarded shite on the board.
ETA: You have to hand it to him though, he ghosts with the best of them when someone calls bullshite.
