What reason would you design this feature into your system?

It is exactly what it looks like.

Anyone that is pro mail in ballot for anyone other than military does not want a fair election.

Back then the political parties were responsible for ballots. It's why the narrative that the South left Lincoln off the ballot is not true. The Republican party knew Abe had no shot in the South, so they didn't bother except around the border areas with the North.

Let me guess, once you separate the ballot from the envelope it is no longer traceable either.
So, every other piece of paper that looks like a "ballot" carries the same weight as the other.
FFS there is more accountability and tracking to buy a damn candy bar at a gas station.
