There's another reason too however:
Kamala's biggest weakness is accessibility and getting specific policy 30-second lines out there.
By doing more town halls and/or interviews he's directly attacking that weakness.
It's basic marketing creating a "differential". Rally vs. Hiding is less a differential than one-on-one vs. hiding.

This is part of it. Another part is Trump's election strategy. More money is being spent on GOTV campaigns, lawyers, and poll watchers. That means less money for rallies. Trump also seems to be targeting social media more than in the past.

Articles like this seem like nothing but bait. The campaign really seems to be following an effective strategy as far as what they are “doing” right now.

Trump has run a much better campaign this go around. He also has laid off the stupid tweets
I think he took it for granted in 2020 and has realized what he is up against especially since the assassination attempts. He seems more serious and dialed in and going after the independents/suburban voters. His team is also making progress to combat fraud. He has his base locked up no need to pander to them with rallies and use up resources/time.
