Do hate crimes have to be pre-meditated? Or do you have to attack someone specifically because of their (insert liberal label)?

The description on the GoFundMe sure sounds like a hate crime. I wonder if the police reached their conclusion by a fact gathering process which uncovered different facts. The police report would be an interesting read.
