Trump proposed the "death penalty" for any immigrant that murders an American citizen...so I would not be surprised if he offers mandatory Castration as a punishment for rape.
The irony is if either of these policies were made Law and enforced, both rape and murder would essentially be non-existent. Islamic and Authoritarian Nations like China, Iran, Indonesia, India, North Korea et al do not have these atrocious crimes. For obvious and rational reasons.
Whatever we tolerate, we get more of.
