As someone who has a sister and a brother in law who are both teachers in metro atlanta, I can honestly say that they routinely graduate students who legitimately cannot read and write.
They were ordered to pass them to cover for all the damage of the Covid shutdowns.

Here is a source that breaks down the educational level of the Atlanta metro area based on census data. It is about 10 years dated, but I can’t seeing it changing that drastically. There is a TON of data and it is broken down all kinds of ways. There are some areas of Atlanta (think midtown and buckhead) where the college degree and post graduate degree rates are very high. But not Atlanta as a city or a metro area. Someone either misinterpreted some data or outright lied. Here is what the Atlanta metro area looks like overall.
Highest level of school completed in Atlanta metro.
No high school degree: 11.5%
High school diploma: 44.8%
Higher degree: 43.7%
As for the breakdown of the degrees, here is the percentage of people that hold more than a bachelor.
Master’s: 9.6%
Professional: 2.3%
Doctorate: 1.4%
So yeah, the original numbers are bullshite. If you want to take a closer look, check link.
