This may be true. But if the politicians are telling police to not enforce DUI then they should repeal the dui laws.
Otherwise they will be selectively enforced against certain people
If DUI is not important, why are Federal highway funds dependent upon states enforcing them. Why are federal funds available to hire cops or pay cops spwcial details to enforce them.
If politicians believe officers should let people go, then they should write this into the law.
They should also make municipalities immune from suit if the drunk driver gets a mile down the road and kills a person or himself due to driving in an impaired state.
There is much more to it.

I'm going to disagree a little on that. You have a person you know is drunk and you keep drilling him with questions often repeat questions. I think he asked him 50 times about his shoes.
And who honestly cares if the guy cannot tell the difference between a Daiquiri or a Margarita?
He had the breath test available just give the damn thing.

What the cop did is standard procedure, if you go straight for the breathalyzer the drunk drivers usually get pissed from the get go. Cops are supposed to ease into it.
Also, asking repeat questions is part of the field sobriety test, it’s not a cut and dry scenario like you are implying it is. Cops have to follow procedure and they 100% did this time.

Shooting a drunk man running away with nothing more than a tazer is a cowardly act that put everyone in that vicinity in danger. Murdering cop should be in jail. The other officer should be on probation and probably fired.
