Absolutely. This idea of Civic Nationalism is a pipe dream. At the end of the day, groups stick together. That goes for whites, blacks, Jews, Indians, etc etc etc.
People like to use Rome as an example of Civic Nationalism, but native Romans were aware of their true heritage and their difference from the “new” Romans.
