Here’s my gripe with it -
If this person is part of a small team that’s actively working to keep the WH balanced and on-course then they just made their own ‘purpose’ infinitely harder by doing this, which makes no sense.
If the claims this individual are making are true and they’re trying their hardest to keep it on the tracks until at least 2020, WHAT COULD MOTIVATE HIM/HER TO DO THIS? I’m having trouble putting myself in their shoes and coming up with any logical reason to think this is a good idea.
To summarize: The article’s claims and the fact that it even exists, let alone in the NYT, are completely contradictory

I still think the Times is being playful with the words “senior official”
The federal government always has been honeycombed with officials resistant to this and all GOP administrations. They are government workers and nearly all Democrats. don't be misled by the words "senior officials." There are loads of them.

No one is saying that. The US has had the most powerful military since ww2. Throwing more pork at it is not going to fix its wasteful spending.
