I don’t have to be an expert to conclude that a maximum security prison population is probably an overwhelming majority made up of violent felons. They aren’t sending people there for a bag of weed or DWI.

DOC moves prisoners around to various state facilities constantly. An offender will not serve his full sentence at one prison.
