The GOP has pretty much been the permanent opposition since the 50s.
People would rather have the east way of agitating for change and fundraising on it than actually delivering it and having to keep producing.
It is why Bob Michael was passed by Newt Gingrich when they won in 1994 in spite of Michael. Michael wanted to ride the gravy train instead of run things.
Most GOP Speakers after Newt have been similar to Michael in that they wanted to do as little as possible toward what they had promised their constituents.
