So what? The House doesn't matter. What is he holding it up until? Democrats don't have much of a chance to take the Senate. And if it is a SCOTUS referendum, they have no chance.

Good. Take it away from being an issue for the election.
It was a major factor in getting out the vote in 2016.Take away the votes Trump got from folks holding their noses and voting for Trump simply because of a Supreme Court pick, and it might have been a different result.
