Yeah, ANYONE can file a lawsuit. The burden to do such is nothing like the burden even for an arrest warrant.

How would a detective view the case?
Did they have Motive?
Yes. The WEF outlined the belief that there are too many useless eaters for a myriad of reasons publicly and repeatedly.
Did they have the Opportunity?
Yes, they were in power during the time it took place. Further there are major ties between the WHO and WEF such as Davos meetings where they aligned policy, funding via groups like the Gates Foundation with massive overlap, public-private partnerships to direct funding and a myriad of examples where senior officials with ties to the WEF switch between pharma and DC regulatory roles.
Did they have the Means?
Yes. By running the FDA, WEF, WHO, AMA and surgeon general positions concurrently they could implement whatever protocols they saw fit and control safety oversight to keep the results quiet.
