My understanding-
Live ammo - Brass containing lead, wadding, powder, primer
Blanks - Live ammo minus the lead
Dummy ammo - Live ammo minus the powder and primer
My guess is that all look identical at a glance if you don’t know what you’re looking for.
To put this into context of other shooting deaths on a set -
Brandon Lee was killed because the gun had a dummy round earlier in the day where the lead fell out into the gun and was not properly cleared by the armored. The actor playing Funboy was given the gun with a blank in it for the scene. When the blank went off, the resulting shot blew the loose lead out of the gun and into Lee.
Jon Erik Hexum killed himself by accident with a blank while filming a TV show. He was playing around with a gun on set despite being repeatedly warned not to do so and eventually shot himself in the head with a blank. That blank sent a plug of his skull through his brain and either killed him or made him brain dead to where life support got pulled.

I do not have a great deal of interest in researching, New Mexico case law, but I suspect that that standard is a bit higher than their civil liability standard. Who knows? We will learn more as the facts develop.
in a more general context, I have never been a big advocate for imprisoning people over accidents. Mes rea or only civil liability.

Kentucky just found a nurse guilty because the hospital system uses an autodrug dispensing system without strong barriers. So the nurse make a mistake she freely admits to and is thrown in jail due to poor system by the hospital that allows mistakes to lead to improper drug issuance that has occurred multiple times in the past without correcting.
If that’s the standard, I don’t see how Alec walks when he not only runs the set but fired the gun in question.

Someone handling hundreds or thousands of movie blanks should know what to look for.
Blanks are either flat (no lead) or crimped (no lead)
Either way, they don't have projectiles.
Regardless, this gun shouldn't have had anything, which is really easy to look for.
