If we're talking about fake men (real women) with a vagina, they should visit a gynecologist. If it's the opposite, there is no vagina. Who signed off on this crap?

No. Those are the "vaginas" (not really) that trans women (i.e. men) get if they get the so-called "bottom" surgery.
A trans man (i.e. a woman) is actually born with a vagina and keeps it unless she gets the "bottom" surgery.
I know it is confusing, but think of trans as the minus ("-") sign in mathematics. Trans man is a woman. Trans woman is a man.

For the record I don't agree with the funding, but for clarity, this apparently involves biological females who identify as men, "and still have their original vaginas."
All of this nomenclature they use is unnecessarily confusing.

I think a "transgender man" means a woman pretending to be a man, in which case, this study anatomically makes sense
