That entirely depends on what side of the fence is the one you're fortifying and defending. If the street is the open side, the side your potential enemy would have access to, and the ground inside the fence is what you're protecting, their set up is correct. The fence is there for people, the concrete barriers are there for vehicles, but if the barriers were on the street side then the 'protesters' would be able to hop inside the wire.

Thank you. These morons don’t get it. Of course walls work around a building. That’s common sense. But a border is just too long and long walls don’t work.
