Economically it's founded in the redistribution of wealth.
If you take tax money and give it to people who don't pay taxes, that's redistribution. If you take tax money and give it to tax payers, that's more akin to a refund or a tax reduction.

Most of the funding is from parents or philanthropists.
A philanthropist can donate to specific accounts (zip code, street, city, etc..) They can donate cash. Or shares of stock.

This program just started, they can't cash out until they turn 18.
If they contribute absolutely nothing, they will collect $6,000 when they turn 18. If they contribute $250 per year, they will get $19,000 when they turn 18. If they contribute $5,000 per year, they will get $271,000 when they turn 18.

It isnt per account.
I have an account for my son. He doesn't have anything publicly funded.
Secondly, if this "thought experiment" saves the country from permanent Social Security, than it is the most important $1000 that we have ever spent.

How do you think social security is funded?
What is the difference between a payroll deduction from both the worker and employer and funds from the US Treasury?
How do you think the money got into the social security system?
How do you think the money got into the US Treasury?
You appear "angry" about something. And I don't think you need to be. Or maybe you need to be more angry about things like social security. Be consistent.
Employers have all but left Defined Benefit Plans behind.
Just about everything is a Defined Contribution Plan right now. Except for social security.
This is the first toe in the water. The government is about to catch up to the rest of the country in about 15 years.
