According to the website the article is on they state you can’t refer to those kids as acting like animals (even though they clearly are):

It’s cool. Things are never really black and white (not being funny). The black community got off to a terrible start in this country and are perpetually targeted by politicians willing to take advantage of the wealth and education gap. Dog whistles are real and erode self-esteem. Yes, some people need to make better choices, but this is true of every single race (and every single person at some point).
