Would you consider this Concealed or Open in LA?

Just got my first carry pistol. Getting my CCW soon but curious about this now.
What’s your opinion on how this person is carrying it? Open or Concealed?

I consider it open it you can see the gun. Concealed is when no one knows you are carrying.

^^^This. I usually wear my tuckable IWB holsters like this, but w/ a cover garment of some sort, e.g. a long shirt, sweater, jacket or vest. If not reasoably covered up I'd view it as open carry.

If you have your concealed carry and you're being respectful to the LEO then you're gold.
If you don't have a concealed carry and you're being a jerk to the LEO then you're getting run in.

The use of a proper holster does not constitute "intentional concealment" because not doing saw would be considered negligent
