Sold to a “friend of a friend” at a discounted price… new owner reaches out weeks later with engine issues. What is my obligation?
None, zippo, nada, zero, nil.
He can use the money he saved by buying a boat at a discount to repair it.

This is key. Everyone knows any new boat owner took it out that weekend if not the same day they bought it. It was probably fine at first and then an issue came up later.
Pound sand

This in a nutshell. I've never sold a boat, but have sold quite a few used vehicles in my lifetime.
Each and every one of them had a written Bill of Sale that stated "As Is" on it. Once it's in their possession, they own it lock, stock and barrel and any issues that crop up are on them----period.

One other option is to sell it elsewhere for more, boat market is still hot. Unless you have to transfer titles etc pay taxes again.

You owe him nothing. Most you should do is tell them to bring to a mechanic or two. Get a quote for the fix and if reasonable, give them a partial refund equal to what it costs to fix.
You don't know how the "friend of a friend" operated that engine during those weeks. Any prospective buyer should, at a MINIMUM, go to a dealer, have the engine history downloaded, and have the compression tested.
Ideally the new owner would have tested the boat on the water. But I'm pretty sure nobody sells a 10-year-old boat with a warranty.

Buyer has requested I take the boat back. Just making sure I’m not the crazy one here
Fix and sell again.
Or ignore him

Couple questions:
1.) has he taken it out? Assuming he absolutely has and likely multiple times. If he took it out multiple times without issues he 100% can pound sand
2.) what kind of boat, motor, and deal was he given?
3.) what’s the ‘engine issue’? Is it possible it is user error. Remember he could have caused it. You need to figure that out. What if this guy broke the boat and now wants to return it instead of paying the repair cost?

You sold it used, and discounted at that. Nothing related to that boat is your responsibility at this point.
If it was just a day or two after the sale, I MAY consider taking it back, but I would never pay for repairs, partially or fully.
It's a decade old boat.

It is a used 10 yr old boat that sat up.
Yes, it will have issues that is why he is paying less than a new boat.
He could have paid for a mechanic to check it out.
Even then there could be something that breaks.
If he took it out a few times, he could have caused damage to the boat by hitting something.

Would he call and offer you more money for it than he paid if it gave him years of like brand new service despite paying used price???
Absolutely not, because that kind of person wouldn't throw a fit when they had a problem with a 10 year old used boat they bought for a good price. Dude sounds like a dick to me.

Tell him to use the money he saved on repairs. He will probably still come out ahead based on prices these days. Also, it's pretty unlikely it is a catastrophic issue based on what you've said.
