Oh man. That kid looks like a waste if life. I doubt you showing him an "act of kindness" is going to fix anything. He needs law enforcement on his arse. Something like that could turn him around.

I really like the idea of posting the picture of the fence and/or mudflap and tagging him though. Although that would leave aVa's profile susceptable him, unless aVa creates a dummy profile.
In any case, I think giving him the choice to make it right is cool. If he declines or cops and attitude, then get authorities involved.
If you do confront him in person, be sure to have a witness with you or a camera rolling. In this day and age, he could turn it around on you, claiming you were threatening him.

While it sounds fun and all to make this dude out to be a fool, showing up with a video camera to capture potential lolz and approaching it in that manor could possibly get the kid in douche mode. He'll freak out, tell you to frick off making it to where you have to go through the authorities to get this resolved. Just contact him, let him know who you are, that you have video of him doing it as well as a mudflap from his car and give him the chance to make good. Make him aware that if he doesn't make good on his own you intended to follow up with the authorities.

I'm gonna get it but same thing happened to me and 2 friends senior year of high school.
We were leaving an all night lock in at our teachers house. It was foggy and roads wet.
My friend missed a curve and his truck turned onto the driver side, slid down the ditch and took out a wire fence.
We turned the truck over onto its wheels and hauled arse home.
