Instagram only exists because of #'s and @'s
If not for them then no one would be able to publicly search for things that interest them (#downvotes for instance)
So when people tag their posts it creates a web that links a bunch of similar content (all done by the users) so people can find more of what they like.

I really don't mind this stuff as much as an over-edited instagram pic with a hundred tags of the "best" equipment, and the equipment isn't even in the pic.
