Because it encompasses almost all AR and AK and comparable rifles. Which is all they really care about. Except you can get around it and really have no effect on the ability to use the weapon other than limiting how a private citizen can have their firearm configured. The California ARs have a weird grip and fixed stock and they still find ways to comply with the law and it’s basically still an AR.

Yeah. Availability and price is actually not an issue at all. You can get an M203 grenade launcher (the kind that slings under an AR's barrel) for about the cost of a mid to high grade AR and since it's considered a destructive device, you file the same forms and pay the same $200 tax as you would if you were buying a suppressor. I literally can buy a grenade launcher over the internet on demand. Since it takes forever for the tax stamp to arrive, the guys who build them will just build to order if they don't already have the parts in stock.
The launcher is not expensive, the grenades are where you pay. Each one needs a tax stamp if it's the real deal explosive round because each individual grenade is its own destructive device as well, so that's $200 and a 6-9 month wait. For each. On top of the exorbitant cost of the grenade itself if you can even find one. There are a number of different projectiles that you can fire out of the launcher that don't count as a destructive device, though Things like chalk marker rounds that don't have a warhead and use a .38 blank as a launching charge so they are not subject to the NFA.
So, yeah, you can easily own a grenade launcher, at least in the mostly free states.
shite, some dude built his own RPG launcher. Literally told the ATF "Yeah, I'm gonna build a handheld anti-tank grenade launcher, here's 200 bucks" and in a few weeks had the stamped Form 1 in hand.
